  1. Safeguarding Adults Policy Statement

This policy will enable Dial a Hubby to demonstrate its commitment to keeping safe vulnerable adults and children with whom it may come into contact with whilst carrying out their duties.

This policy seeks to ensure that staff working with vulnerable members of the community have a good understanding of Safeguarding guidelines, good practice and know how to report concerns.

Dial a Hubby acknowledges its duty to act appropriately to any allegations, reports or suspicions of abuse.

It is important to have policy and procedures in place so that Franchisee’s, staff, volunteers, service users, and management can work to prevent abuse and know what to do in the event of abuse.

It is not Dial a Hubby’s job to establish whether abuse is taking place, however it is Dial a Hubby’s responsibility to report and record any concerns regarding the welfare of members of the community that they come into contact with whilst carrying out their duties.

The Policy Statement and Procedures have been drawn up in order to enable Dial a Hubby to:

  • promote good practice and work in a way that can prevent harm, abuse and coercion occurring.
  • to ensure that any allegations of abuse or suspicions are dealt with appropriately and the person experiencing abuse is supported.
  • and to stop that abuse occurring.
  1. Definitions

A: The Policy and Procedures relate to the following safeguarding definitions:

  1. Abuse: Is a violation of an individual’s human and civil rights by any other person or persons andis defined in terms of 10 types or categories.
  2. Physical.
  3. Domestic Violence.Sexual.
  4. Psychological or Emotional.
  5. Financial.
  6. Modern Slavery.
  7. Discriminatory.
  8. Organisational.
  9. Neglect.
  10. Self-Neglect

B: Adult at Risk: A person who is 18 years of age or older and meets the three key tests set out in The Care Act 2014.  It must be recognised that an Adult at Risk may be vulnerable to mistreatment and abuse but has the right to request that no action be taken if they have capacity to protect themselves from harm.

C: Children and Young People: Any person under the age of 18 years of age including an unborn baby.

D: Who are receiving or may need community care services because of learning, physical or mental disability, age, or illness

E: Who are or may be unable to take care of him or herself, or unable to protect him or herself against significant harmor exploitation.

  1. Relevant Policies

The policy applies to all Franchisee’s, staff, including senior managers, management committee members, trustees, paid staff, volunteers, sessional workers, agency staff, students and anyone working on behalf of Dial a Hubby.

The Safeguarding Policy should be read in conjunction with the following guidance:

  1. Procedures

It is acknowledged that significant numbers of vulnerable adults and children are abused and it is important that Dial a Hubbyhas a Safeguarding Policy, a set of procedures to follow and puts in place preventative measures to try and reduce those numbers.

In order to implement the policy Dial a Hubby will work:

  • to provide effective management for Franchisee’s staff and volunteers through supervision, support and training.
  • to report any Safeguarding concerns to the relevant Safeguarding board and to the Council.
  • to record all concerns and referrals in line with GDPR regulations.

Dial a Hubby:

  • will ensure that all management committee members, trustees, Franchisee’s, staff, volunteers, service users are familiar with this policy and procedures
  • will work with other agencies within guidance as detailed above.
  • will inform service users that where an adult or child is in danger/at risk risk or a crime has been committed then a decision may be taken to pass information to another agency without the service user’s consent
  • will endeavor to keep up to date with national developments relating to preventing abuse and welfare of adults and children
  • will ensure that the Designated Named Person understands his/her responsibility to refer Safeguarding incidents or concerns regarding adults and children to the relevant statutory agencies (Police, West Sussex Safeguarding Adults/Children board as appropriate)
  • will report all concerns and referrals to the Council.

  1. Duty to Respond

Dial a Hubby works to ensure that vulnerable members of the community are protected and kept safe from harm.  All staff involved in the provision of Dial a Hubby services should know what to do if they have a concern that an individual may be at risk of abuse and what procedures/guidelines they should follow.

Dial a Hubby has a duty to report any allegations/suspicions of abuse or potential abuse.

Concerns maybe a result of any of the following; however the list is not exhaustive:

  • Is or has suffered abuse.
  • Is likely to suffer abuse – or they
  • Observe inappropriate behaviour by other adults or
  • Disclosures made that they are being abused.
  1. Reporting a Concern

If Dial a Hubby is concerned about the immediate safety of the person or they are in need of urgent medical attention, action must be taken to ensure their safety and wellbeing.  This may include calling the appropriate emergency services

If the vulnerable person is not in immediate danger but there are concerns regarding the welfare of the individual, all suspected incidents and concerns of abuse must be reported to  Stephen Murray DD 07449959535

If there is reason to believe a crime has been committed, the Police should be called immediately and the incident then referred to West Sussex County Council’s Children or Adult services.
